The protection of the natural and cultural environment is an obligation of the State and a right of everyone. For its protection, the State has an obligation to take special preventive or repressive measures within the framework of the principle of sustainability. The article prohibits the change of use of common areas when they are covered by vegetation that has been created either naturally or artificially.
